Obituary for Jennifer Annette Locati

Jennifer Annette Locati, age 57, passed away on January 11, 2026, in Chico, California. She was born in Walnut Creek, California, and lived a life defined by compassion, joy, and an unwavering dedication to helping others.

Jennifer was known for her fiery red hair, high energy, and infectious laughter. She loved her Diet Dr Pepper, specialty coffees, power walks, and the color purple. She was loving, happy, bubbly, and endlessly positive—someone who brought light into every room she entered. A natural motivator and helper, Jennifer found her true calling as a School Counselor, which she considered her greatest life accomplishment. She was deeply passionate about supporting and guiding youth toward confidence, growth, and future success. A tireless advocate for others, Jennifer’s impact will continue to live on through the many lives she touched.

Jennifer earned her Bachelor’s degree and Master’s degrees, reflecting her strong commitment to education and service. Outside of her professional life, she was quiet and private, with a deep love for animals and a special bond with them throughout her life.

Jennifer is survived by her mother, Erma Belcher; her loving brother, Stephen Belcher; her sister-in-law, Lesley Belcher; her niece, Jessica Belcher; her nephew, Austin Belcher; many aunts, uncles and cousins; and her cherished dog, Paco.

She was preceded in death by her father, Elden Belcher, and her beloved animals, Little Miss and Tug.

A celebration of Jennifer’s life will be held on February 5, 2026, at 4:30 p.m. at Ramsey Funeral Home, located at 1175 Robinson Street, Oroville, California 95965. All family, friends, students, coworkers, and colleagues are warmly invited to attend and honor Jennifer’s life, legacy, and the love she so freely gave.

Jennifer’s legacy is one of kindness, laughter, and service. She will be deeply missed and forever remembered for her radiant spirit, compassionate heart, and lifelong dedication to making the world a better place—especially for our youth.
