Roxanna M. Skaggs passed away in Oroville California at the age of 71 on March 13, 2017.
Roxanna enjoyed reading and working with children. She loved spending time with her family.
In her honor the family will hold on to their fond memories of her each time they see a yellow rose, which was her very favorite flower.
